An e-mail arrives with a significant need for your prompt action. They need you to update your information because something has happened or they need to reconfirm it. There is risk to you if you fail to do so quickly.
This could be any Federal, State, Local office, a Tax Collector's Office, a Bank, a Savings & Loan, a Credit Union, a Credit Card company ... nearly any organization and it is highly likely a scam against the potentially thousands of people who receive the same e-mail that day.
As a general rule of thumb, legal documents including demands, deficiency notices, deliquency notices, over draft notices and others are sent through the United States Post Office and not by e-mail.
